WASHINGTON — Congress should cut short its spring break to work on proposals this week that would tighten regulation of investment banks and help people facing foreclosure, a Republican senator said Sunday.

“On the economy, I think more has to be done,” Pennsylvania’s Arlen Specter said. “It would show that there is concern by the Congress that we’re in this, too.”

The head of HUD is scheduled to be in Denver on Tuesday as a keynote speaker at the “Stop Foreclosure Now!” free forum that starts at 6:30 p.m. at Invesco Field at Mile High.

Alphonso Jackson, secretary of the U.S. Department of Housing and Urban Development, will address what can be done to help the record number of homeowners in foreclosure in the Denver area and Colorado, officials said.

New Hampshire Housing and the New Hampshire Bankers Association are helping to bring a national advertising campaign to New Hampshire to raise awareness about a national foreclosure assistance hotline. The groups are planning a press conference in Concord this week to kick off the NeighborWorks advertising campaign. The campaign has helped spread the word across the country about the HOPE Hotline, which offers free, confidential counseling to homeowners facing foreclosure.

The bright-green foreclosure bus pulled up Sunday afternoon to the bedraggled little house on Apple Street in San Carlos Park, victim of a real estate boom turned bad.

Out poured the 10 or so would-be investors, scoping out the 912-square-foot cottage taken back in foreclosure by Freemont Investment & Loan.

In May 2005, near the height of Lee County’s real estate frenzy, it had sold for $153,000 — a bargain at the time.

Now the bank is asking only $59,900: 38 cents on the dollar.

The bus belongs to Marc Joseph of Marc Joseph Realty in Fort Myers, local representative of a nationwide trend: Such tours have been popping up around the country.

Iowa ranked 14th in the nation for its foreclosure rate in last year’s fourth quarter as defaults across the country hit a record high, a new Mortgage Bankers Association report shows.

The report shows 2.05 percent of all Iowa loans were in foreclosure, about equal to U.S. rate of 2.04 percent. Iowa’s foreclosure rate was 1.83 percent in the third quarter.

The state’s fourth-quarter ranking, which tied with Oklahoma, was unchanged from the third quarter.

Iowa ranked 13th nationally for the rate of subprime borrowers in foreclosure in the fourth quarter, falling from seventh place in the third quarter.

The report shows that 10.39 percent of Iowans with subprime loans were in default. Subprime loans are typically higher-rate interest mortgages given to borrowers with blemished credit. Nationally, 8.65 percent of subprime borrowers were in foreclosure.
